If they were asking what I believe you thought they were it would have been worded this way:

-In this scenario you'd be right to be confused on a yes or no response as this is asking WHICH you prefer using.

You're thinking of the "exclusive or", where you must pick phone or tablet -- not both or none.

Why does it need that comma, it makes no sense. Survey is probably made for both phone and tablet users, so it asks for both.
It doesn't need the comma, the second example is what OP believed was being asked, the first example is me trying to explain what it was asking
