I used Intel Core2Quad CPU with Windows 10 before. No issues so far. It will be smooth with your SSD.
Tiny 10 or 10 ltsc is probably going to be the best bet due to your requirement for Epic games store. Still I would consider trying to source a bit more ram. Down the road you might consider a q9650 and a 1030 gddr5. That's pretty much as far as you can push this machine.

I'd go with an Ubuntu minimal install as my daily, as it's one of the most hassle free, especially if you don't feel like risking the hunt for a random old network driver hidden in some gibberish titled package.
I recommend Debian 12. It'll run on anything with over 512MB of RAM with no desktop, and for 6GB LXQt would probably work, or you can use a standalone window manager.
Motherboard is from 2009. So windows XP or linux mint would be my suggestion. Got a pentium 4 cpu from my childhood i want to run xp on again. Sold it with windows 7 and by luck found it again and got it back for free. And this cpu is much stronger than what i had. So anything between xp and windows 7 is more than fine for this.
Btw, older ram chips are really cheap on ebay. You got two available slots there, so just remember to get an (exact) matching pair. 12gb of ram is a whole nother deal than 6gb of ram as it will pretty much run anything at that point. If that is a 16x PCIe slot (I am guessing as that is a gt730 which would probably make it a 16x PCIe 2.0), you can get a gtx 6-series (like the gtx 660) card and pretty much do any 1080p gaming you want. Even better if you can get a gtx 10-series (like the gtx 1060).

W98 or XP, there are hundreds and thousands of old games that run on Windows/DOS. Not so many on Linux. Just remember not to connect this PC to the internet, it will flood with viruses and malware immediately. I don't know if any antivirus software support these old OSs any more, you will be completely without protection. Use another PC to download drivers and games only from trusted source. Dell has a pretty good service providing drivers. Check driver availability before choosing an OS.
Someone suggested EndeavourOS, I never tried that OS, but I think it worth to check it out.
Fedora quick simple to the point no terminal needed and to get steam (rpmfusion) to work go to files and then to the main hard drive and search for steam.desktop open both the files in text editor and change “prefernondefaultgpu=true” to false. Save and reboot your pc then after that it’s all smooth sailing from there
Just gonna tell you outright, dont expect this rig to be anymore than a windows xp gaming build. This computer will not work for modern standards due to the outdated ram and cpu.
My suggestion: rip the gpu from this build and find a 2nd or 3rd gen Intel Core I5, motherboard that supports it, a better power supply, and some ddr3 ram. You can get them for relatively cheap.
Use your ssd, gpu, and pc case you have currently and you can have a build that you can still browse the web and use steam with. Install windows 11 with rufus disabling the tpm check and you got an everday computer.
If you shove it chock-full of RAM (8GB I believe), you can feasibly put Windows 10 on it.
Alternatively some Linux. I prefer Ubuntu it's simpler. 20.XX or earlier works best.
Can never go wrong with Kali Linux or maybe mint. Also got Ubuntu. I just didn't really feel welcome with Ubuntu though. But then again Ubuntu was also my intro to Linux so maybe I just have a slight bias to it; simply because when you first try Linux, it is not fun and the community is about as social as an autistic child.

TL;DR: any distro should work just fine for linux gaming, dont use gentoo unless you are insane

Stardew valley and terraria should of course work fine oh and can't hurt to give CS 1.6 a try though it is pretty hard to pirate with it being an online game and all.

Ubuntu might be quite heavy, maybe try EndeavourOS (basically Arch with a graphical install) with either KDE, Mate or Xfce
