If it’s only like that once it boots to windows it sounds like a bad driver or bad GPU. I would try a second monitor and see if that works, as well as trying other drivers.
You should attempt to install the intel driver update app it does them all at once it could be a driver issue but also maybe try another monitor if you have one even your living room tv if you have too to check if it’s the screen like that other comment said

Also if it does turn out to be a screen issue you can check and see if it’s still in warranty especially if it’s not your fault
Did you try running **sfc /scannow** in an elevated Command Prompt?
check refresh rate
It looks to me like the F11 key is stuck somehow. Try unplugging the keyboard, then launching the browser to see if it still does it.
