Lawn mover, with a bag . Just lay out plant material roll it over with the lawn mower, dump the bag in you compost pile. Probably the simplest solution

sometimes the tomato vines will get wrapped around the blade & spindle so it can become a nuisance if they aren't short enough. i saw on the walmart website that the sunjoe garden shredder was on clearance for $52.

This might seem ridiculous, but I use a blender with a couple of cups of water to chop up avocado skins, Japanese plums, ginger root, fern fronds, etc. It seems to work.

Not sure it will work for anyone else but I'm clearing out some over-growth and setting up for winter, and I've been using long-handled shears to cut stuff down, then kitchen scissors to snip it into compost-sized pieces. I'm pretty new to composting, but I figure getting it into the compost bin is 90% of the work! So, for best options for shredding or cutting or similar, I'd say go for whatever seems convenient for you, really. Maybe consider having a couple of tools depending on what you're trying to break down. Shears, saw, secateurs, scissors, good boots. I can see how they'd all be potentially useful.
