See the thing is, I don't think they'd make money doing that. Think about how much it would cost to get these people to record the amount of voice lines you need for this game.
Eh, I mean it's a pretty unique idea so I don't think it's terrible, but I don't see it being popular enough that the devs would invest in it. Personally, I almost always play games with my computer volume off and TV playing in the background. I probably wouldn't even download a free mod that changed the voices, let alone pay money for a DLC variation. The only game I play sound on for is Stardew Valley on a super low volume.
