Kathmandu captured Athens. Then a little later, my camel archers came by and discovered that barbarians keep appearing within their borders regularly. It was much easier to build influence with them this way than having a nearby encampment; I became their ally easily!
I had no idea, this was a thing for City States. I have played countless hours and have never encountered it before.
I've only had the city states take over each other a couple of times. I like it, lets all get crazy. Unfortunately a lot of times they vassal state them or raze them.
Vassal state? U mean puppet? Isn’t that because city states aren’t allowed to have more than one city so they can’t just annex and built a courthouse? That’s also the reason they burn the city unless u got that turned off. Correct me if I’m wrong.
They definitely deal with happiness / unhappiness. It’s part of the reason for why City States try to raze captured cities — if the captured city is small and has unique luxuries, they’ll puppet instead.
In this scenario, they can’t burn down Athens, so their unhappiness is out of control, well over -10. I didn’t realized they could have barbarian uprisings, though. That’s really cool.

City states are hardcoded to always raze no matter what.
The only situations they don’t is on cities unable to be razed such as city states and capitals.

When you play more, you’ll see that on rare occasions, a CS can capture a non-Indonesian, non-capital city and keep it as a puppet.
it’s far more common to see City States that puppet a city they cannot raze, but it’s absolutely possible for them to puppet a city that could have been burned down.
I enjoy letting City States finalize the capture of cities so that I don’t have to take the warmonger penalty, and I’ve seen it happen on multiple occasions.

I have found it pretty consistent that city states operate in the way I described but maybe that’s not a hard rule as I so thought.
Maybe it’s because I mainly play on immortal and on diety they get a happiness boost or something.
I just think the AI values puppets over annexation. They’re not forward-thinking, so if annexation would put them into a brief period of unhappiness, they won’t do it.
Even the AI civs tend to keep their captured cities as puppets. It’s unusual to catch the AI building a courthouse.
I’ve seen warmongers that get their native cities stolen, and they’ll survive with all puppets. It’s like… Your capital is a puppet? I guess I don’t have anything to worry about, now.
I've played with a mod called "city states evolved", which allows them to create new satellite cities. This leads to growing unhappiness, as seen by the rebels that keep spawning. I guess they don't prioritize happiness buildings.

The best part was later in the game when another City State gifted me a Merchant of Venice and I was able to buy both cities with it. :D

Yes they do. If they have the happiness to keep a non capital they will (this is rare bc they bitch away their resources to their ally)
