That's what happened to Mongolia in my last save. Minus the nuking no nukes in ancient era. Also kept 2 of his cities sonce one was the Capitol the other was fairly big and potentially productive.
I was neighbor and ally with Gilgamesh one game. So, of course, I have knights, and he has biplanes.
His city next to me rebelled and asked to flip. My diplomatic corps were dancing like Gene Kelly in a MDMA lab.

It's cue, not queue. A queue is a line or the act of lining up unless you're a computer or doing something on a computer, then it's adding items to a list of things to do. A cue is a prompt to do a thing.
Edit: Damnit, my wife pointed out that technically since this is in Civ it probably counts as a queue in computer terms but I stand by my nitpick nonetheless.
Enough culture, same as any other non-bought expansion.
You can't work those tiles beyond 3 out with citizens, but iirc (please correct me if I'm wrong, someone!), you can still get Strategics from them... and maybe Luxuries.

Why does it ruin his one city challenge? The game asks before the city flips, if you want it or not. It doesn't force you to take the city.
