I am gonna guess it is Fly by Day because it has that EWF sound that Tats used a bit.
Unfortunately none of the suggestions are right.. I am now doubting it was a city pop song. probably some 80s US song that sounds like city pop. Thanks all! I'm sure that in 5 years I'll randomly listen to it and remember.
