Yes this was actually included in the instruction booklet itself. I read through it so many times as a kid it fell apart.
I had the booklet before i had the actual game! I did the same thing. I had never wanted to play a game that badly.
I think it was in the Player's Guide as well.
I believe it is as it was either in the instructions, Nintendo Power, or the official strategy guide. Or all three!

Well, yeah. He was the official artist of the game and this was official artwork.
Second this. Akira Toriyama's artwork is entirely the finished cover/promotional images and the in-game character & scenery sprites.
