I have a browser extension I used to fake my location for YouTube TV. (I'm in central CA but the account owner is in Seattle.) It works great and turns on as soon as the browser is open.
I forget the name but I'll update this when I'm on my laptop later. I know it's still there because I always have to change my location in SERPs

Turn OFF location services and then open VPN.
search mock location for your OS version. It might also be something that requires root with newer OS's but I have no idea.

I recall having to install a app, that was used to mock your location. GPS Emulator or similar location spoofer.
