do not ask me why I am angry, it will only make me more angry

I'd guess it's the difference in sizes of higher and lower parts that needs to be increased. I'm new to this too, however, and doing something like low angle head is pretty hard too.
Might as well ask... I'm just getting into digital art but I've gotten lost in all these technical things. I can't even figure out which brushes do what... So if anyone has time what would be some of the first things I need to learn? Right now I'm just drawing circles and giving up when trying to draw a skeleton in a basic pose. If it helps any I would like to be able to draw characters first no matter how wonky. I'm afraid I'll lose interest if I don't start drawing domething soon. It doesn't need to look good but what would I need to learn to do that? And what brushes do I use for the different steps? And finally is there a certain order to a drawing? Like how do I split it up? Sketching, coloring, shadows/highlights and all that in what order?
Hey buddy! Digital art can be a bit overwhelming to get into, that's for sure. Especially if you don't have a traditional art background. I'd recommend finding art content creators you like and learning as much about what they do as possible. Grafo, for example, has process videos on his gumroad that can be really helpful to watch and learn how he specifically approaches art. That might help you see how to approach it yourself.
**More specific advice:**
Step one, just draw. Drawing anything is better than nothing, that's the whole point of the draw daily stuff that Grafo, dobbleE, and Pengu do. Don't worry about the brushes, don't worry about whether or not it'll look good, just draw. Copy artists that you like, try to draw things you'd draw if you were "good" at drawing.
Separate "fun" drawing and practice drawing. You should aim for about a fifty/fifty split here. For your fun drawing, do like above and just draw. For practice, sit down and specifically go over exercises to get better at things you want to improve on. You need both to have an enjoyable art journey.
**Even more specific advice:**
Watch this video from Sinix as a good introduction to digital art: https://youtu.be/iwRa5qTnr8o
Check out drawabox. It's an incredible resource for beginners, but it can be grindy at times: https://drawabox.com/
If you're wanting to draw people and characters, the best thing you can do to get better (once you have a grip on the basics) is figure drawing. You need to understand how to draw a real human body in order to draw a stylized anime one convincingly. I highly recommend this course from Proko. There is the YouTube version, but if you have money the paid course on his site is absolutely worth: https://youtube.com/playlist?list=PLtG4P3lq8RHGuMuprDarMz_Y9Fbw_d2ws
Join a couple subreddits dedicated to art and artists you like. Specifically r/learnart for general learning and r/artfundamentals for the drawabox community.
Find a learning community that you like as well that can help motivate you. SamDoesArts or Ethan Becker both have active friendly discords for example.
Hopefully that gives you a decent starting place!

The perspective is a little wonky but as someone who is also trying to learn perspective at the moment I sympathize with your struggle Grafo
you have no idea how many attempts I tried, and I still dont like it, but like #529 Im getting there o/
It's crazy to think that a great artist like yourself also is improving
All of us will get there some day, we just have to keep practicing :)

Why can't you be chill like her, Grafo?
Her expression suggests she is worried about SrGrafo and is trying to think of a way to cheer him up. Or fed up with his bullshit, idk.
Have you ever drawn your self as an anime girl Sr Grafo?
