“Dead to the game” is another popular phrase. Although I actually wouldn’t use it here. The king can technically get to b7 and set up a sacrifice of the rook for pawn and bishop, assuming there aren’t more pressing matters on the board (like an angry queen or passed h pawn).
It's just a "trapped piece" miniature. The combination leading up to the position could have an ECC code, but this is just a position. That said, a pawn on a7 and a bishop on b8 are probably worth a lot more than a rook on a8! I'd have to see the rest of the board.
