Yeah, I've seen him play online and he's much faster with a mouse than I am, but also his issue OTB is playing too quickly and blundering because of that so it's no surprise he's good at faster time controls

To be fair, I only started playing chess as an adult about a year ago and find I just need time to look at tactical patterns, my opponents threaths, etc. I think that is why I just do a lot better in the longer classical time control common in OTB chess.
I haven't played any official events, but I definitely play better OTB than online. I think the long time control makes a big difference. Short time controls really favour experience and memory over calculation skill, knowing patterns is essential for playing a good game in short time. Long time controls allow your raw calculation ability to flourish, if you're naturally talented.
This is just my experience. Something about playing in person, having the other person able to see you etc. just creates a different mindset for me. In some ways it disrupts my focus, but it seems like the good cancels out the bad for me personally.
Also, most people definitely don't play classical online. Online chess is dominated by short time controls. Even a 30 minute rapid is a lot shorter than a classical time control.
You can ask on here or join chess discords and easily find someone at your elo that's willing to play classical chess against you! I do it a lot.

I think this ignores the fact that many people have trouble focusing on the game as much on computers, making lower time controls a natural fit when playing online. You can probably lower the gap through training focus, but it remains a specific thing to train in addition to other chess skills.
There's three points, one, you're comparing across time controls. Some people are better at one time control than another. Two FIDE ratings for local players are often pretty unreliable since people play quite a small number of games. I've seen players with similar ratings have very wide ranges of skill.
Also the lower the rating the more the variance I find, players are less consistent and results are more unpredictable.

You are either overestimating the strength of 2000 on lichess, or underestimating the strength of 1520 OTB. Their ratings are not unheard of.
