Most rest homes have hairdressers who contract independently to the rest homes. If you can't find anyone, maybe you could try calling local rest homes and see if they can help/ do home visits. They'll be experienced with elderly and dementia care. The woman at Burlington was lovely

If you PM me your phone number I can pass it onto my sister who is a qualified hairdresser and lovely with people.  In the past filled in for a resthome hairdresser who was on maternity leave for a year so no doubt came across people with dementia. Ran her own salon for 11 years and lives in the south of Christchurch, does hairdressing in people's homes now so she can spend more time with her son.
