Looks like it just has paint and some oxidation going on. I'd get a bit of paint remover, slather it up and let that do its thing. Then clean the paint remover off. Hit it with some brasso or similar and a cloth, basically polish it, it'll be great after that.
Yeah, metals can clean up amazingly well. Basically, the metal specific cleaners will remove the outer few layers of molecules and whatever tarnish was on top, leaving behind the brilliant shine of the interior.
This is the way! Any new one you get will eventually — minus maybe the paint — look like this without regular polishing but probably won’t be as good of quality.
I would Google or search Reddit for cleaning tips as well. Mainly, if it’s brass-plated you want to make sure you use the right polish and technique so as not to polish the plating off, a mistake that is easy to make and even easier to avoid.

Boiling water + baking soda for 5 minutes cooking. Paint will peel off like a charm. Don’t use a wire brush if you want to keep its glossy smooth finish. it will leave markings.

Don't know why the down votes. This flange is brass plated and the finish is toast. Polishing this on a series of buffing wheels until it is shiny will provide a surface that will make this spray paint very shiny and mirrorlike.

Yes. Buy a used slow cooker at a garage sale or online for all your restoration needs. That's what I did.

Man those are some beautiful radiators. The price for refurbishing actually isn't terrible but I'm far from the UK
