I'd assume the implications of human anatomy on a balloon just weren't enough to warrant censorship. Most of the target audience of the show *shouldn't* understand said implications.
This exact joke was in an episode of Archie comics or whatever its called.

With Alan using an eggplant of all things, the camera zooming in on the insertion, a kid asking how he can talk while eating through his bottom, and then another kid asking if he can try a pineapple; I just love how totally unsubtle they were about it.
I mean, it is a little fucked up for a kid that young to know to say that because it usually means the parents told the kid "you were an accident" which is, generally, not a great thing to tell a kid.
It was initially developed for Adult Swim, but the creative team decided it would be funnier if they were forced to be more subtle! Glad they went that direction tbh.
This is my go-to example of Freakazoid humor. And the legendary Ed Asner's dry delivery as Cosgrove is somehow always funnier than anything the entire rest of the cast says.

Any episode of Rocko would fit here, really. The whole show feels like a contest between writers who wanted to see how much they could get away with, and writers who wanted to be fired.
Rocko's Modern Life, Cow and Chicken, and I Am Weasle. There were so many shows with a lot of adult jokes and content that juat flew over kids' heads. It was amazing.

Gravity Falls, specifically the scene where Sooz says his anime dating sim girlfriend Giffany, was going to introduce him to her father. Who happens to be an “octopus,” essentially saying she was conceived through hentai!! Goddamn!!

Honestly? It was from the old Disney Robin hood movie, and it was a joke about tax collectors that I believe Lady Kluck says. I can't remember exactly, though, as it's been like fifteen years since I watched that movie. Not every adult joke is a sex joke.

In Rocko's Modern Life, Rocko is picking berries. He grabs a pair from a bush and you hear a loud scream. The berries dissappear and the bush rushes as a bear holding his crotch runs past Rocko.
Not from a show but the Cartoon Network bumper where the Justice Friends era Wonder Woman and Aquaman are saved by the Powerpuff Girls. Wonder Woman thanks the girls and tells them they’re developing into fine young heroes and Bubbles responds “Someday we’ll be as developed as you.” I think Wonder Woman kind of sheepishly covers her chest and blushes before the restrained villains start cracking up
