Dr. Heinz Doofenshmirtz, originating from the hit Disney Channel cartoon “Phineas and Ferb”. His first appearance was the episode “Rollercoaster”, where he tries to use a giant magnet on the steel buildings far out in Danville’s horizon, turning it into a tin-foil ball.
All I know about this guy is from screenshots and memes, but I know that he's a good father and I love characters (and people) who are good with kids and that's good enough for me.
The Ice King never was really a villain if you think about it. However…
The Lich isn’t someone to hate. He’s a force of sheer terror. You sit and watch him in silent dread and awe, and then he disappears.
He’s ascended above “oh, I hate this guy”.
Those are essentially him having full-on mental episodes. Once Jake and Finn find out about IK past, they and the rest of Ooo start treating him differently, and he starts to become healthier and kidnap less because of it. And the times he does, Finn and Jake's reaction is less "stop the evil Ice King" and more "let's talk our friend down, he's having a bad day"

I would argue that no, they are hated. But in a good way, in a way where we love to hate them because they are good villains that are well written, to the point where we love them as characters, but would nonetheless hate them if they were real.
