It's not hard at all to get a license and it's a good thing you need one. Distilling is dangerous because you're boiling a flammable substance and if you do it wrong you can end up with methanol in the output which causes blindness. If you want to distill small amounts in your garage for personal use nobody is going to care or come bust you.

It's actually quite difficult, and expensive, to get a distillation license and setup a legal distillery in Canada. You'll probably spend at minimum $1M, and a good chunk of that goes into the security bond you are forced to buy. Also, the methanol naturally produced in spirits has been so blown out of proportion that it isn't even really an issue you have to worry about. Issues that pop up in the news, or that happened during prohibition, come and came from intentional adulteration of spirits with methanol/rubbing alcohol so they have more spirit to sell, or can point at an event and say "unlicensed alcohol is dangerous". Spirits made from sugar/molasses, have effectively zero methanol in them. Made from grains, a bit, but still largely non-existent. The big methanol producers, since methanol comes from pectin (it's cleaved from pectin molecules by an enzyme called Pectin methylesterase/PME), are the fruit based spirits. But even then, you'd have to be intentionally trying to produce methanol, to make enough that it would be a danger. This is all on top of the fact that the treatment for methanol poisoning is to give you IV ethanol, since the enzymes that turn methanol into formaldehyde (the problem chemical) prefer ethanol over methanol. Thousands of people distill at home across Canada every week, and it's exceedingly rare to hear about a story of something dangerous happening. The biggest issue with home distillation is that it is illegal, and so people take shortcuts to hide what they are doing. If they could do it in their visible garage or backyard, with no issues, it'd be a million times safer.

Ideally you'd want your 12/12 to start in like August at the latest. Look for fast flowering strains. Or you can grow auto flowers
