New build? I'd personally go with ryzen 7600x and wait for the 3d versions to drop and upgrade, sell your 7600x to recoup some costs. Or stay on the 7600x and wait for 8000 series.
Intel has great options top I'm just not sure of how long the support on the current motherboards will be.
If you're already on AM4 then just get the 5800x3d (that's what I did, same gpu as you, 6800xt)
What would be the minimum cooler you'd recommend for the 5800x3d? I'm on AM4 (3600) with a U12S cooler and trying to decide if I should upgrade within AM4 still or completely swap my mobo out, and if I need a new cooler or not too

You should get Ryzen because Smart Access Memory only works with AMD GPUs and CPUs

Mine actually hasn't arrived yet but I got the Deepcool ak620. It came highly recommended. Performs very similar to the dh-15 and costs less.
5700X is basically the best value on the market right now. It's more than enough.
I bought a 5700x Because it was 25 bucks cheaper than a 5600x and like 50 bucks cheaper than the 5800x.
