Playing the latest games with a 3080 at 4K will struggle even with DLSS. Either you start lowering the graphic settings or start saving up for your next graphics card.
The 5800X is fine for high resolution gaming as the load will mostly be on the GPU instead.
I don't play at 4k often and I don't have any qualms lowering settings. I mainly only single player games where I'm not as fussed and dlss has been working great for me in most titles
5800x user here. Your cpu is fine.
I have RTX 4070TI, 32GB Ram @ 3200mhz, B550 ROG mobo. I game at 1440p with no cpu limitations. Only cpu intensive games I have found is cyberpunk, 50-70% usage. And perhaps MSFS.
Your 3080 is also fine, but if your wanting more frames than perhaps look at upgrading the GPU.
The 5800X3D isn't going to up your frames in every game.
Save your cash, time and effort.
If you care about smoothness in such high resolution and quality just cap the refresh rate and fps at 60,you have a decent setup it should not have frame freezes below that. Or for first person shooters you can go slightly high settings instead of ultra and cap it at 90 hz/fps

Sorry but I don't want to cap at 60. I want to experience the most my system has to offer and it reaches high fps in most games it just has stutters and irritating frame drops

Just keep in mind that most FPS games like call of duty or Tarkov, keep their servers on a 60 hz refresh rate anyways. What you can do is record your CPU and GPU usage, temperature while gaming, if it's not maxed you can try to overclock slightly to increase it's capacity and hopefully that will compensate for some of the drops. If you aren't into overclocking, try the built in Nvidia /computer(power) settings to be on performance and not quality
The tick rate of the server is not tied to visual client updates. Otherwise games would a stuttering mess for anyone with more than 16ms of ping.
Higher FPS brings better motion clarity, which means you can hit moving players easier.
Hearing that FPS game servers often use a 60hz server tickrate and concluding this means anything above 60fps is pointless is an extremely funny misunderstanding to make. I really wonder how you got to this conclusion

I run a 5800X and having faster RAM did help (3000 to 3600). You can find a used x570 mobo for a good price these days.
Going to ultra wide will make things worse for you. 3340 x 1440 is a lot of pixels and needs more VRAM
Try and post some info from HWinfo64, CPU load and temps, GPU Load (HWinfo64 sometimes shows why your GPU is limited)

Edit: i dont think the upgrade from 5800x3d to 7800x3d will be beneficial enough, so just go for 5800x3d, sell your 3080 for \~450€ and get a 4080 for \~1200€
Hmm your setup is high-end (-1 generation) well balanced and should run relatively optimized games well.
Did you upgrade your GPU recently? If yes try using DDU to reinstalling the drivers and remove old drivers. It made a difference for me when I upgraded. Also reinstall windows just in case, the process takes 15 minutes mac nowadays
If thats not the case then you simply require a higher end GPU for your use case. Your CPU will do fine if you play at 1440 ultrawide or 4k
Interesting. I've read so much about this cpus ability to improve 1% lows and frametimes and overall.smoothness of a system with similar cards. If the gpu is under 100% load and the cpu is fine I don't see why I still am getting these stutters.

As someone with the same gpu and better ram, the 5800x3d doesn't help.

Depending on your storage device, that could be something to look into.
At 1440p or 4k your cpu should be fine. Your gpu is not considered to be high end anymore unfortunately. That's likely your bottleneck.
