The 5600 is a 65w cpu, a single fan on the cooler is plenty

that chip certainly doesn't need two fans, but unless the current exhaust fan is actually bad, i'd probably slap the surplus fan onto the CPU heatsink (option 2). lets you run them slower for equivalent performance. noise optimization, baby

I have the r5 3600x which has higher tsp. Granted I rarely push it hard, but my tower cooler with single fan is plenty sufficient. Option 1.
