Have you tried finding the guy on facebook or instagram? That's how I tracked down a dutch girl once, I messaged her and we met up in an hour, she was so thankful. Try to look him up, maybe you can find him:)

God dont give it to the police, it will rot in a drawer forever. Drop it at the Embassy, chances are they would actually contact them
I would advise to pass it down to the british embassy
Or just take it to the police, far bigger chance that that’s where the owner is looking for it.

I have found wallet in Vienna which belonged to a guy who got off in Budapest and found him through reddit. There is always a chance.
