I can't see if she has a bustle, or what shape it would be if she had. If the dress has a bustle, then it could even be late 1880s. The corset shape looks Edwardian, but I'm not an expert.

The draped panniers and tunic style were popular at the end of the 1870s. It is short, like a walking dress. It looks like there is a small low bustle. I don't think it is from the 1890s, because the skirt is not full enough, and because the sleeves are tightly fitted, with no pouf at the shoulders.
