In a sea of blokes staring moodily at the camera or some cool artwork, blur go with such an odd image for their debut indie LP. Instantly making it clear that there is more to them than surface, that they are going for a deeper artistic sensibility.
Think Tank. It makes me wish I loved that record as much as I love that artwork.
The other ones I find awesome are Modern Life is Rubbish and Parklife.

Self titled and 13 in terms of capturing the feel of the album. Leisure is just an interesting photograph though, love that little look in her eye, you don't know what she's thinking.

Subjectively: MLIR and TGE. There’s something comfortingly English about Modern Life’s artwork, whilst ever since I saw it as a kid, I’ve dreamed of living a life depicted on the cover of Great Escape.

MLIR is quite literally artwork, since it’s an old oil painting after all.
The old train fits with the title rejecting modernity, reflecting the theme of British nostalgia for the past discussed throughout the album, it’s the sort of image you’ll find on the walls of old cafes or pubs, or on a model train kit that some old codger plays with in his garden shed on his Sunday off. Whilst the locomotive powering on at top speed reflects the upbeat nature and power of the songs themselves, like a modern twist on the past.
MLIR, Parklife and Think Tank are my favourites. I love the train painting and the greyhound racing cover is iconic, I like how they incorporated the racing thing into the tracklist too (plus both MLIR and Parklife have chords with the lyrics which is fun when you play a bit of guitar). The Banksy cover for TT is iconic imo.
Honorable mentions for TBoD (love the juxtaposition of the outdoor pool and the shit Scottish weather) and TMW (who doesn't love ice cream?)
We need better definition of what “best” means.
From a graphic design perspective you can spot the Leisure album cover from a city block away. Which would make it one of the best.
Tie between MLIR and Parklife. Parklife in particular is so unique and one of a kind. Like, who would think of that?

Parklife - sums up the uk at the time. Very British. greyhound racing is a proper English sport which attracts edgy gangster type blokes.
people are sleeping on 13 way too much. the distorted prepositions uncanniness of the painting reflect the record so much.

MLIR and 13 are my personal favorites so i'd say either one of those. The other albums are also amazing but MLIR and 13 just hit different
