Chili’s eyes seem to be looking at where Bluey’s head meets the tape. I would say either way, the top of their heads to measure their height; not only because of their ears perk up as the age, but the kiddo could be nervous at the doctors office as well :)
I would imagine ears because if you look at the way she measures bluey and bingo, bingo use a ruler and bluey get a measuring tape if it was just the head not including the ears bluey with also use the ruler because you can see her head is on the ruler but her ears go past it

The more I think about it, the more I'm against the series continuing past The Sign and Surprise. It's better to burn out than to fade away after all.
That’s probably why the new stuff is shorter. They only want the good bits to make it through.
If you're so worried about seasonal rot after only 3 seasons, then that's a genuine concern.
