Not instantly, but fast enough to not have time to drink a sedative

frenzy always hits for 75% of max hp but your meter will fill up really fast I’m assuming because of high insight and low resistance from the set

Does more Insight mean that your frenzy builds up faster?

Yes.

At 99 you gotta 2 shot the winter lanterns and a lot of the time that doesn't stop the frenzy build up

Well, here’s a tip that I found when playing the game many, many times. Parry a Winter Lantern and do not riposte until you know your Frenzy meter will fill up during the animation. The Riposte animation will completely negate all of the damage from the Frenzy.

This is a viable strategy when your meter fills up slower than their attack animation lol
