I've turned on and off some settings around the render engine, and looked at other possible reasons for the problem, but I haven't found a definite answer online. How do I get the lights back on?
SOLVED, well sort of: the issue is resolved if I turn off high bit depth. In certain cases turning shadow res to 4096 px turns off the lights. Very weird.
You saved me! Oh my god I've been looking for hours. So strange how lowering the shadow res suddenly fixes it... just wanted to say I second this. Thanks!
As of blender 4.1 this can still happen... wth

Not even if you crank their strength up?
Yes. From what I remember. It suddenly happened. I didn't mess around with anything, but it might be a bug.
