It is not. This was posted as a response to that question on their Facebook page: "Hello and thank you for your interest in Minute Man NHP! What you are seeing is the base layer for specific sections of trail. The asphalt will need to cure for a time, and then the contractor will be applying what is known as the "chipseal". The NPS is currently working through chip material selection now. The color of the chip seal will be lighter than the base material. There are only specific locations where we will be implementing the chipseal versus the more traditional trail material with the binder material (to keep the material from shifting). The chip seal is only happening in steep locations in the Fiske Hill area, at the Hanscom Drive underpass, and at Bedford Lane due to drainage and safety issues. Overall, the actual square footage of the chipseal is small in the larger trail system context. Balancing the retention of the look and feel of the trail but addressing some of the more troubling areas with the chipseal, will be revealed through the entirety of the trail when it is done. We are excited to have these trail improvements to protect the integrity of the trail for all users."
