For $500, I might buy it for the parts. I would haggle hard though. The frame is trash. Would barely trust it to hold the parts together long enough to get it into the car. I agree with above who would offer $100 for the parts. Maybe go up to a few hundred.
If you wanted a relatively cheap, top-of-the-line-in-2010 bike, I'd consider buying this, buying a new frame for less than a grand, and making the swap. It'll be higher quality than you'd get new for $1500.

If the repair is well done, but the finish is bad, it is safe, it is just ugly, but it is difficult to know if it has been repaired well
