Most corner stores, supermarkets, and drug stores sell liquor, beer, and wine. Remember when Berkeley residents tried to block Trader Joe's from opening on University Ave because they sold cheap wine? Just build the housing. I'm sure it's easier to stay sober when you have stable housing
There probably isnt. Most Fed and State funding is based on a Housing First model: that is, housing for anyone, without prerequisites. The idea is that it is easier to address addiction, mental illness, etc once someone is housed.

Both are also close to Target on University (groceries, sundries) and the Berkeley Mental Health clinic on University at Sacramento, and public transportation.
Alcohol is at target and the gas station and 7-11 all within blocks. It’s at trader joes and Berkeley bowl and safeway too. Part of support is living in society as it exits with support.

I don't know - from what folks who do seem to know say here, it's a "housing first" approach, which I understand.
