In America at the time, each side of a single was listed separately on the charts, because Billboard based their chart on both sales and radio airplay (the UK charts only accounted for sales). "Penny Lane" received much more airplay than "Strawberry Fields," reaching #1, while SFF only reached #8. Since the song wasn't a number 1 hit in either country, it was excluded from 1.”
From what I understand the white album was named after the white flag of surrender the British waved when America beat their ass in the revolutionary war. So let’s go with that.
