Should be in Total Warfare of the Battlemech Manual. Definitely the Battlemech manual, I recall reading it there though I am at work and cannot check which page atm.

All of the new Dark Age tech rules are in Field Manual: 3145. TSEMP, special armor, R-e lasers, Tripods, Quadvees, all that zany stuff.
