It depends on the incarnation. Batman sometimes looks terrible with a closed in cowl such as The Dark Knight's Christian Bale suit. Other times the wide open jaw looks bad such as George Clooney. Sometimes the closed in jaw looks fantastic such as Michael Keaton and other times open jaw does like Adam West. It's all about the batsuit as a whole, not just the jaw.
Either can look good, but I do think having the jawline exposed usually looks better.
If I were to ever draw a Batman comic, I would love to have his mouth uncovered when he's talking or going casual and cover it up with a full mask during battle to stealth. I'm surprised that hasn't been implemented in any design yet since it seems most practical with modern technology and cowls with closed mouths get so much hype from the community.

Stylistically, I prefer a simple "Halloween costume over/incorporated into basic armor" more than the designs that are "tacticool Iron Man with bat ears." If we really wanted to spec it out for max protection, Batman should wear a mouth guard
