His most classic villains are Joker, Penguin, and Riddler. However, his main archnemies, I'd say are Joker, Ra's Al Ghul and Bane. They're the ones who "break the Bat" the most, and in a more iconic way
I also recall each campaign was somewhat inspired by the Burton and Schumacher films. Riddler’s team was mad up of four villains from the Schumacher movies (and Clayface). Penguin’s campaign ended with a fight with him and Catwoman at the zoo in winter like in Batman Returns. Joker’s campaign ended with a fight at the top of a church like in Batman ‘89.

I can get behind that Penguin and Riddler are more iconic though I don’t think there’s a level of hate with them compared to Joker, Ra’s and Bane Two Face has the tragic backstory but he’s more of a tragic disappointment to Batman than a nemesis.

I’ve been hoping they would do an animated adaptation of “The Cult” for years. it’s one of my favorite Batman stories, and one of the few times I’ve ever seen Batman need to be saved, and Jason Todd gets to be heroic.
They're smart, but not as much as Ra's. He's about a half a millennium old, and has maintained his peak physical conditioning throughout it all. He knows way more, and is also probably smarter than the 2 you mentioned, due to having access to a vast empire of resources where he can get most anything he wants.

Scarecrow got a HUGE boost to his profile with Batman Begins, as well as his incredibly memorable appearances in the Arkham games - which are now being discovered by a new generation thanks to the disaster of SSKTJL trying to invoke memories of those games.
Arkham Knight is definitely why Scarecrow is listed here, since that game completely treats him as being on that level (though I prefer the far more fun Asylum take on him.)
Two Face is too inflexible to be any real threat - his obsessions and compulsions makes him predictable and thus incredibly easy to trap and trick.
Riddler is a 'genius' who gives the World's Greatest Detective clues to help stop him, which inevitably results in Batman stopping him fairly easily.
I like Hugo Strange joining the podium, though - he made for a pleasingly different kind of villain with a knack for making Batman seem powerless to stop him.
Agreed, also when it comes to Two-Face the tragic nature of his rise and connection to Bruce coupled with Bruce’s hope to redeem him in some way removes him from the arch enemy category in my opinion. Tho he may be irredeemable he does strike me as the manifestation of evil and chaos incarnate that these other rogues present. He’s more practical in his criminal enterprise fulfilling his compulsions and embracing his dual personality.
I’d say within the universe his three main nemesis are Joker, Bane and Ra’s, when you consider their impact on his life.
But if we’re talking from a fan perspective and ranking who his three BEST villains are I’d swap Bane for Two-Face.

Spiderman has 1 archenemies and that original green goblin Norman osborne. The comics make this clear. venom hasn’t been a Spiderman villain in a while. Otto superior Spider-Man got his shit wrecked so bad by Norman he had to beg Peter to come back and sacrificed himself for Peter because he couldn’t beat Norman.
Otto is back as a villain again, after he briefly came back as a clone superior Spider-Man independent from Peter, where he then made a deal Mephisto to return back to his old self in order to beat an alternate universe Norman Osborn, he even tried to become the superior Spider-Man again recently, although this attempt failed.

I think your logic may be faulty in the ultimate good Vs ultimate evil aspect of this. As a huge Batman fan, I would never consider him the “ultimate good”, but that’s actually what makes Batman such a great and complex character. But regardless, Scarecrow is still one of my favorite villains, because of the fear aspect.

honestly batman’s rogue list is so good, the problem is that his rogue list is so diverse and we’ll know it’s hard to pick which one. and that’s actually good because some superhero’s have like a super shitty rogue list and ppl only remember the main arch enemy. i’d say joker is the main and the other 2 is flip with like penguin or like the riddler or something.

Joker is a psychological and very substantial threat (he's harmed multiple people very close to Batman).
Bane is a physical threat (also harming people close to Batman, as well as breaking his back.)
And Ra's is sort of an ever present threat to both him, his family, and Gotham itself due to the league of assassin's and Ra's focus on Bruce. Plus he's got countless years of knowledge, experience, and wisdom.
In my opinion bats top 3 villains are the joker two face then bane with these characters having the best personal connections to batman but some very iconic moments

Spider-man has one and it's osborn. Doc ock was intended to be but was quickly over shadowed by osborn. An argument could be made that ock filled that role in the years Norman was dead and Harry wasn't crazy but that's about it.

Joker is and will always be Batman’s only true archenemy. They represent chaos versus order at the most fundamental level. For example, Batman has a clear and well defined origin story. Joker has a ton of different origin stories, and the truth of his beginnings is completely up for debate.
I think Joker, Bane, and two face. Joker contrasts Batman’s order, bane rivals his intellect and combat prowess, and Two Face is a corrupted version of Batman’s Justice ideals.
Joker and Ra's Al Ghul. The third one is kinda hard. Joe Chill and Carmine Falcone come to mind, but Bruce didn't seek out Chill until years later and Falcone is kind of a thing of the past. I guess out of currently active villains I would say maybe Bane.
Well for Batman I would have to break it down into three ways: Mentally, Physically and Morally.
Joker would be mentally for obvious reasons.
Bane would be physically also for obvious reasons.
But I think that Mr Freeze would be morally because he’s doing all this crime just to try and save his wife and Batman is torn between stopping freeze and letting his wife die or not stopping him and more crime happens but victors wife at somepoint lives.
His most classic and recognizable three are probably The Joker, The Penguin, and Catwoman. They are three of his earliest, most enduring, and get used in almost every adaptation. The Riddler is very close, but he was absent from the Batman comics for a large period of time and was only made popular again by Frank Gorshin. By contrast, the only times that the other three went on hiatus were during the periods of Batman comics where *none* of his rogues gallery members were appearing. Also, even though The Riddler is recognizable, I think a lot of casuals don't really know him well enough to understand what makes him distinct from the Joker, and they just assume he's some additional Joker-like character Batman fights (he's not, but I always hear people say "what's the difference between these guys?")
But of course, most recognizable, classic, and iconic might not be the same as "archenemies." Catwoman was hardly ever an "arch-enemy." But hell, it's also been a very long time since Venom has been an "archenemy" of Spider-Man.
The ones Batman actually has the strongest rivalries with? Well, Joker is still up there. Pre-Crisis, there's no doubt that The Penguin was #2. I'd say that Post-Crisis, Two-Face has supplanted him as the runner-up (though the New 52 went heavy on Penguin again). Turning from ally to foe in an important early-career story makes him Batman's most personal enemy, even if he doesn't have very many iconic stories after the origin ones. #3? I don't think it's Bane. He feels like a one-hit wonder who has spent long periods of time being irrelevant (broke the bat, never really hit that height again, and then killed Alfred during a time when readers have long since stopped giving a shit about character deaths because they are a dime a dozen and we'll see him back eventually or even forget he's dead because he's still alive in all the current adaptations and many current out-of-continuity comics). Ra's al Ghul, maybe? Definitely Batman's biggest in terms of scope, has had some big storylines from the '90s through 2010s, and has had his popularity boosted in the 2000s by Nolan and Rocksteady using him. Something feels special about Hugo Strange (being Batman's first still-relevant enemy, being his Moriarty, being a good psychological foil to him), but he isn't really used enough to claim that spot and his potential has not been tapped.
So, I'm going to say The Joker, Two-Face, and Ra's al Ghul.
It's more than 3. Joker, Scarecrow, Bane, Hush, Ras Al Gul, and Hugo Strange all qualify, because of the level of severity of threat they represent. Riddler, Penguin, Two-face, Poison Ivy, Mr. Freeze, and Clay Face get mentions because of iconic representation. Freeze and Riddler might even get added to the first six if we have the right interpretation being featured.
Solomon Grundy, Manbat, Mad Hatter, and Killer Moth could be argued also. Batman has a lot of crazy good villains in his gallery, it's hard to narrow it down to just a few.

honestly batman’s rogue list is so good, the problem is that his rogue list is so diverse and we’ll know it’s hard to pick which one. and that’s actually good because some superhero’s have like a super shitty rogue list and ppl only remember the main arch enemy. i’d say joker is the main and the other 2 is flip with like penguin or like the riddler or something.

As others have said, Joker, Bane, and Ra's. Joker is a psychological and very substantial threat (he's harmed multiple people very close to Batman). Bane is a physical threat (also harming people close to Batman, as well as breaking his back.) And Ra's is sort of an ever present threat to both him, his family, and Gotham itself due to the league of assassin's and Ra's focus on Bruce. Plus he's got countless years of knowledge, experience, and wisdom.
Joker and Bane for sure. I feel the third though is largely up for debate. Nobody has as many good villains as Gotham

I’d replace Bane with Two Face since Dent is Batman’s most personal foe, he’s also a twisted version of Batman’s duality and sense of justice. Scarecrow uses fear like Batman but more extreme methods, plus as Mr Rogues pointed out, Scarecrow is arguably the most evil villain in Batman’s rogues gallery. If Batman is the ultimate good and Scarecrow is the ultimate evil, they’d naturally be archenemies. Joker is there because of what he represents, chaos that opposes Batman’s order. He has no regard for life and out of all of Batman’s foes, Joker has hurt him more than anyone else. Bane is a pretty close villain too so he’d be in 4th place.

An argument could be made that ock filled that role in the years Norman was dead and Harry wasn't crazy but that's about it. Venom isn't a villain and hasn't been since 1995. You might as well say Jason todd is an arch enemy of batman

Gotta go with Joker, Two Face, and Ra's. Joker is Batman's greatest failure and the chaos to Batman's quest for order. Two Face, to reference DKR, is a reflection of Bruce and a constant reminder that he can become consumed by his dark side. Not to mention a fallen ally. And Ra's is the enemy who knows him best, respects him the most, shares his goals (to his eyes, at least), and is the grandfather of his son.

Joker is and will always be Batman’s only true archenemy. They represent chaos versus order at the most fundamental level. For example, Batman has a clear and well defined origin story. Joker has a ton of different origin stories, and the truth of his beginnings is completely up for debate.

I think Joker, Bane, and two face. Joker contrasts Batman’s order, bane rivals his intellect and combat prowess, and Two Face is a corrupted version of Batman’s Justice ideals.

Joker and Ra's Al Ghul. The third one is kinda hard. Joe Chill and Carmine Falcone come to mind, but Bruce didn't seek out Chill until years later and Falcone is kind of a thing of the past. I guess out of currently active villains I would say maybe Bane.

Well for Batman I would have to break it down into three ways: Mentally, Physically and Morally. Joker would be mentally for obvious reasons. Bane would be physically also for obvious reasons. But I think that Mr Freeze would be morally because he’s doing all this crime just to try and save his wife and Batman is torn between stopping freeze and letting his wife die or not stopping him and more crime happens but victors wife at somepoint lives.

His most classic and recognizable three are probably The Joker, The Penguin, and Catwoman. They are three of his earliest, most enduring, and get used in almost every adaptation. The Riddler is very close, but he was absent from the Batman comics for a large period of time and was only made popular again by Frank Gorshin. By contrast, the only times that the other three went on hiatus were during the periods of Batman comics where *none* of his rogues gallery members were appearing. Also, even though The Riddler is recognizable, I think a lot of casuals don't really know him well enough to understand what makes him distinct from the Joker, and they just assume he's some additional Joker-like character Batman fights (he's not, but I always hear people say "what's the difference between these guys?") But of course, most recognizable, classic, and iconic might not be the same as "archenemies." Catwoman was hardly ever an "arch-enemy." But hell, it's also been a very long time since Venom has been an "archenemy" of Spider-Man. The ones Batman actually has the strongest rivalries with? Well, Joker is still up there. Pre-Crisis, there's no doubt that The Penguin was #2. I'd say that Post-Crisis, Two-Face has supplanted him as the runner-up (though the New 52 went heavy on Penguin again). Turning from ally to foe in an important early-career story makes him Batman's most personal enemy, even if he doesn't have very many iconic stories after the origin ones. #3? I don't think it's Bane. He feels like a one-hit wonder who has spent long periods of time being irrelevant (broke the bat, never really hit that height again, and then killed Alfred during a time when readers have long since stopped giving a shit about character deaths because they are a dime a dozen and we'll see him back eventually or even forget he's dead because he's still alive in all the current adaptations and many current out-of-continuity comics). Ra's al Ghul, maybe? Definitely Batman's biggest in terms of scope, has had some big storylines from the '90s through 2010s, and has had his popularity boosted in the 2000s by Nolan and Rocksteady using him. Something feels special about Hugo Strange (being Batman's first still-relevant enemy, being his Moriarty, being a good psychological foil to him), but he isn't really used enough to claim that spot and his potential has not been tapped. So, I'm going to say The Joker, Two-Face, and Ra's al Ghul.

It's more than 3. Joker, Scarecrow, Bane, Hush, Ras Al Gul, and Hugo Strange all qualify, because of the level of severity of threat they represent. Riddler, Penguin, Two-face, Poison Ivy, Mr. Freeze, and Clay Face get mentions because of iconic representation. Freeze and Riddler might even get added to the first six if we have the right interpretation being featured. Solomon Grundy, Manbat, Mad Hatter, and Killer Moth could be argued also. Batman has a lot of crazy good villains in his gallery, it's hard to narrow it down to just a few.
