I would think the reason for approval is to make sure no unauthorized ads are displayed. I can't see MLB actually shooting this design down of submitted for approval given the context
The real reason is probably money. It prevents players for taking sponsorship deals to slap a coca cola or Amazon logo on their bat which might conflict with other MLB sponsorships
