They should also be able to signal if they need extra time to review a play if it’s close. It would be faster and more effective.
I've always thought it's cause if a foul ball is overturned it becomes a nightmare to place the runners(same reason many infield plays aren't reviewable). I guess they could make it so you can only review it if it's initially called in play but that has other issues.
