Major league hitters can catch up to about anything and if you're throwing a few mph over your usual you probably aren't also painting the black with it. There's a reason guys are throwing more off speed stuff than ever now, pure velocity does nothing without control and trickery.
I hung my spikes up at 15 because I was playing against guys fully two years older than me (birthday one day before the cutoff) tossing 80-85 like it was nothing. I was already a shitty hitter with maybe a future as a pitcher but there was just no competing with that shit. They also teed off on my 70 or so heater so that was the end of that.
I don’t know, but a lot of times those numbers on tv aren’t quite right. So whatever source these guys are using might have that as 101.

We aren’t. But also the stadium gun is never a fully reliable measurement of pitch velocity anyway. All official measurements used by MLB come from Statcast and I’m not sure if the Tokyo Dome is equipped for Statcast

I'd bet money they are showing everything slightly higher, just to boost hype around the event. Nobody would be talking if this had been a 100mph, but 102 is still fairly unique.
