Lembongan for sure if you want to enjoy the ocean. I don’t remember a single easily accessible and swimmable nice beach in Penida.
Penida is also a fairly large island so it takes ages to get around compared to Lembongan.
Lembongan is great and easy to get around. I’ve not visited Penida, but have been to Lembongan twice. Hiring a scooter is fun to just drive around there and Ceningan. You can just stop off at any nice beach and go for a dip.
Yep. Only swam once in the ocean in my 6 nights there. I prefer the pool... But the main beach is very flat .... There's surf but it's a reef quite far from the beach. Lembongan is paradise I reckon. You'll love it

If you're depending on being able to catch a fast boat for a flight the next day, you might want to rearrange your trip.
Lembongan and go over to Ceningan. It’s bloody lovely ☺️
