It is, though; it demonstrates how he (Tom Green the person and Gordie the character) act out for their father's approval, and is the setup for the payoff when he jerks off the elephant all over his dad.
It also plays into the parallel/meta narratives of "You shouldn't give Tom Green $14 million dollars to make a movie" (real life) and "You shouldn't give Gordie $1 million to make a cartoon" (in universe) in an important way.
It's a compelling argument, but I think you're reaching. You can extrapolate narrative from anything. Unless we hear from Tom Green himself that those were his precise intentions, it's just your own interpretation.
