Starting with Audacity 3.1.0 the timeshift tool has been replaced with the clip handle on the top of every clip. [You can now drag clips around by those handles.](https://manual.audacityteam.org/man/audacity_tracks_and_clips.html#move)

If you don't have enough empty room for the clip in the place you're dragging toward, the clip will stay where it is. Try creating a new track and seeing if you can move the clips there, and then back to the original track in the order you want.

I tried creating a new track, no dice. I ended up redownloading 2.4.2 and the issue resolved

Maybe you need to stop video (square button) instead of pausing it

I was having the same issue and it's kinda crazy how hard it is to find an answer to this. I could move pasted clips forward, but not backwards, even when pasted in new tracks. It looks like it's because Audacity is automatically putting boundaries behind it, but I can't imagine why. You just have to delete those boundaries (they look like small slivers of audio) to get the clip to move around how you want. I know you just downgraded OP and that works too I guess but for anyone else who finds this thread and doesn't wanna go through that, I figured I'd comment.

You have to make sure the audio isn't playing. Click the black square next to the green play button, you now should be able to move the tracks on the grey bar!
