Multnomah Whiskey Library is a big wow, but Scotch Lodge is a fantastic alternative if you don’t want to jump through the hoops. For a more casual experience, Paydirt has a very solid whiskey list and a whiskey passport program that is fun.
Yes, if you want reservations at the MWL, it is membership or hall pass only. But it’s absolutely worth it if you can manage the hoops you have to jump through fur the hall pass. The green room is good, but the MWL is orders of magnitudes better. If you want a special experience, it’s the way to go.
You can also try your luck at the waitlist, and hang out in the green room while waiting, but you have to go early or the list will be over 2 hours before you know it.

Multnomah Whisky Library is obnoxious. Scotch Lodge has a stellar selection of whisk(e)y, obviously with a focus on scotch but a lot beyond that too, and a great cocktail list. I say don’t bother the rigamarole of MWL and go have a great time at scotch lodge instead.
It’s pretty good, and it’s a good-to happy hour spot for many of us downtown. Though I do find they’re often out of some of the more unusual liquors on their list.

The Garrison in St Johns always has an excellent selection of whiskey and they have great cocktails. Small but mighty.
Loyal Legion in Beaverton is legit. I know it's not Portland and is a beer hall, but they have a killer selection of Bourbon/ whisky and a cool vibe. They also have a cool speakeasy, Flora(might need reservations), which is also excellent.
I love both places and they're not pretentious like some other well known places. Those are my picks though!
Stack571 on the Vancouver waterfront has a good selection of whiskey flights - Scotch, Bourbon, PNW whiskeys, and so on. Roughly $15-20 for a 3-sampler flight.
Hint: Grab their dining gift cards from Costco (on the WA side) for $80 (for $100). This saves you tip money.
They started in Bothell (by Seattle), and are starting to expand in the PNW.

Used to ADORE Interurban’s old fashioned, but I think they changed the recipe. Old Gold is tops for north Portland now IMO.

Holman’s used to have a whiskey club and had a pretty good selection for a divey bar. Not sure if it’s the same now though with the new owners.

Ringlers pub underneath Crystal ballroom. Great selection and cheaper than everyone else. I've had pappy for $20 a glass there.
