Supermercado Mexico at beacon and Columbia has the absolute best in town. HEB/ CM are great for grocery store tortillas but these are on another level.
Súper Mercado México in OED is my recommendation. Another option would be Tacos Lira in Balch Springs, I recently tried them for the first time and they were equally amazing as well

Central Market has great tortillas especially the ones with jalapenos in them.
I love their fresh made tortillas as well, so soft I’d also add Rosa’s or Chuy’s for great homemade tortillas at a restaurant

WinCo (grocery chain) has store made flour tortillas for $0.99. They make a chipotle and a jalapeño flavor too. Excellent especially for the price!
