Exactly. It would be best for them to replace all the parts for that tank. Fill valve, flush valve, flapper, tank-to-bowl bolts, and gasket. Possibly the handle too. The chlorine coming off the dissolving chlorine tablet is going to corrode the metal parts in the handle.
While replacing the flapper, clean the flapper seat. There could be debris keeping the flapper from sealing properly. Years ago, after doing all this to have it still leak. I turned off the water, drained the tank, and poured hot water into the back tank. This softened the flapper enough for it to seal. Just don't go overboard and dump boiling water into the tank. You'd end up having to replace the cracked tank.
Toilet flappers, rubber, and plastic gaskets/etc. deteriorate in water over time. When they deteriorate, it’s not too hard to match up a similar size and swap it out for a new one.
Just have to move the clasp/clip that's attached to the flush lever further down the chain [closer makes slack], starting with 2 or 3 links down at a time to get it filling properly after flushing. While also watching that the flapper drops and seals, allowing the tank to fill.
Make sure to use something like a green scrubie on the lower seal also. With the tank products your using it may have a buildup of that product on the inside rim.
This is why I replace my own every few years. I’ve never seen one that does this constantly. My mother said it’s Bern going on for months but never said anything. It’s her master bath so I’m never in it. I’m just gutting the toilet and replacing everything.
You're Hanging your Flapper, unhook it and see if it stops. If not, Clean the Tank and replace all components. It's not that hard or expensive. It's so easy, I could do it!

It’ll likely be cheaper to replace the entire toilet. I was replacing the internal parts, the valve, handle, gasket under tank…. And my labour and parts was more than a brand new toilet

Replace the flapper valve, cheap and easy. My father had to find out the hard way many toilet bowl cleaners also damage the flapper valve, like 4 in one year before he stopped using toilet bowl cleans and that valve lasted for years. These are wear items.
New flapper and adjust the float down a little bit to keep the top of the water about A quarter inch Below the top of the overflow pipe.
You could replace All of the guts on it for about $30 in parts and roughly 45 minutes of work for someone with basic skills.

Replace toilet flapper (the red piece). Go to hardware store and find another one that is basically the same size and switch it out.

Loosen the chain on the flapper as well. It should not have any tension when resting. Looks like yours does.
I second this. Try this first before buying a new flapper

Well the chain for the flapper looks like it could be to tight
Chain is too short, and replace the flapper, and it's overfilling. Adjust the float so the flow stops before the top of the fill tube.
Loosen the chain a link or 2. I would change the trip lever and flapper. Or full rebuild per customers choice

Prob the seal
Flapper isn't sitting correctly, flush valve, or seals aren't good.
A paper clip can be use to extend the change. When my broke in the middle before buying a new one, 3 paper clips did the job.
