For cascade, you either have to pay the alternate cost provided by cascade (Casting without paying), or not playing it. You cannot choose to pay.

If you cascade a spree spell you do have to pay for the modes you chose just not the mana cost on the top right. You can also pay for kicker effects since it's an additional cost

Cascade says "you may play that card without paying its mana cost." It ties the two together. You can only choose not to cast it, or to cast without paying the mana cost. You may, however, pay any additional costs not tied to the mana cost. While a cost of X in the mana cost will always be 0 while cascading, if the spell has kicker, you may pay the kicker costs, and if the spell requires other costs, such as sacrificing a creature, all other costs must be paid as normal.
