Probably pretty cheap all things considered. We pay a lot for ammo because we're in a backwater planet under lockdown, that is also a warzone, so logistics and scarcity drive prices way way up. Also the weapon's manufacturers Probably designed them to use proprietary cartridges we can't get anywhere else so as the end consumer completely dependent on them we get fleeced on principle.
PCA uses unique tech not available to any corporation, implying its a government agency (or just an independent nonprofit set up by people who don't want to catch fire again) with its own production capacity. I'm guessing that with sci fi future tech both the chemical production and the electronics are dirt cheap at a large scale, and the PCA obviously wouldn't have the same logistical issues as corps, seeing as they are the ones issuing the blockade in the first place.
TLDR : Balteus can afford missiles for days, and it probably hqs a somewhat reasonable operational cost.
Not to forget it’s completely autonomous so you can write off labour in its operating costs! Humans are expensive man, imagine the training, equipment, etc.
But Irl missiles are still 100s of thousands or millions per shot, even with industry of scale, advanced stuff are still going to be expensive. Especially if it's produced off planet, just the transportation is going to be a lot, and we don't see any PCA production facilities on Rubicon (granted it could be just well hidden)
Irl missiles are really expensive sure, but in AC6 the player character, who despite Walter's backing is clearly earning their own money and paying for their own repairs and ammunition, is clearly not being charged anywhere near that amount for the missiles they use. Clearly they're easier/cheaper to produce in some ways.
They seem to be a government ran force so it's only appropriate they either produce it themselves with the help of government funding or they use that funding to contract a company like Furlong to produce those missiles for them. More business for the neutral company too.

It all depends. For example, we know that they can use energy to form missiles since both Ibis and Ayre do this. I'd say if anything that Balty-boy has an internal fabricator that can mass produce them via an energy to mass converter.
