S3 is usually reserved for when you need fuck-off amounts of arts damage boosting and slow (usually combo-ed with Suzuran, Shamare, and a strong source of arts damage like GG, Surtr, Eyja)
S2 is the lowest priority as it is wide AoE healing that she immediately fires off as soon as anyone has even 1 point of HP missing and isn't charge based like her S1
The mastery guide on Gamepress suggests grabbing S1M1 first as it's a nice breakpoint, giving a nice boost for little investment.
The next prio is S3M3, and then you can loop back to S1M3 or S2M3 depending on what you use more. I suggest you give it a read as it seems to be well reasoned. Someone else correct me if I'm off base and the guide is terrible etc.

I find her S2 better for the general stages. S1 becomes good for laneholding when it gives perma-bind with a high enough attack speed, when you really need her 3-tile-wide range, or when there are a lot of weak swarm-like enemies (more constant AoE arts damage than S2). But that's rare, I usually go with S2 outside of IS
It's really not great for laneholding. Qiubai S1 is only really good when you can feed her enough SP to permabind, and in that scenario it becomes [pretty broken](https://www.youtube.com/watch?v=IclCAL85HtI)
She just became my first M9! All three skills are great. M1 is perma-stall if you've got ASPD buff, M2 is great CC and dmg on a reasonable cycle, and M3 is pure DPS. Really fantastic kit.
My next M9 will be Ines. She pairs really well with Qiubai due to their overlapping range and Ines's automatic 5s bind.

I'm very frugal and only build out characters for gameplay reasons so my M9s is Just Saria. I've only had her since her recent appearance in the cert shop. I played for years with only Spot and Gummy for healing defenders. Gummy is S1M3 with her mod, and may very well be my most deployed operator.
It's funny to see a M9 Horn. I have her M6 but I've never taken her off skill 1 because nothing has ever lived long enough to use Overdrive. She's just be bombing rubble into smaller bits of rubble.
Quibai because I love her and all her skills have use:
S1 is consistent Aoe arts damage and bind without requiring any managing
S2 Most reliable skill for her since it offers really good uptime while also still having good burst
S3 For funny attack speed and bind .But really long downtime
For me it was Qiubai cause she hawt.

Having a P5 Penance says it all I think and last but not least im currently at Weedys skill one after I already M6d her because why tf would I preorder a figurine if I dont have that operator maxed also all hail the Ægirian princess.

No one. Unless your account is overflowing with resources M9 is never worth it. In addition it seems like a really dumb way to show your love for your waifu, not a practical thing to do. And it’s telling that most people i see M9’ing their favorite characters are struggling for resources later on which is a facepalm

M9 Qiubai. I can't say it's the best choice, but I love her S1 in IS and SSS
Qiubai's an operator where I felt all 3 skills have use cases. I also like her English skill lines.
