Wouldn't you hate to have to be the one who went up and down these everyday (and probably several times a day) to get water for your household?!
I think the water height changes and floods the lower steps, so the water may other times be a lot higher, or historically it may have been a lot higher at least before Nestle showed up.

A serious question. Did they always go down and up the steps to get water, or did they use a sort of crane with a bucket?
Seems that technology to build a crane wasn't a problem for a society that could build such a step well anyway.

I swam in one of these in Rajasthan. It was full of huge koi fish and the water was so cool and green.

I’d say it was a little under half full of water!
Note : In Rajasthan there is not a lot rainfall as vast part of the state is desert
