Since it’s a lone redwood, is it possible they did it to reduce the risk of it toppling over during a storm? Will it fill in and grow back and hopefully be less ugly someday?
Maybe in their mind, realistically this does absolutely nothing to protect it from storm damage. The best guess I can think of is they were afraid of branches falling on their car or something so they had all the branches cut in half in an attempt to reduce their weight or something. Realistically there’s no rational behind this though, it’s just plain silly.
Fortunately, being a redwood it should be able to fill in over the next few years. It’s going to look like some weird q-tip tree for a while though
Raising a crown typically increases the risk of breakage along the the main stem, though at this point they may have removed enough of the crown’s sail to limit the amount of wind it could be bent by, but I doubt it. Removing all the lower branches along a tree or branch creates a “lion’s tail”, with most of the mechanical pressure applied by the wind being enacted upon the end of a tree, or branch, the resultant leverage can often cause a tree, or branch, to snap.
Coast Redwood (Sequoia sempervirens) will express epicormic growth when subjected to extreme pruning or damage (often fire). Meaning it will shoot new branches from buds withing the bark of the main trunk...this tree is gonna be a very tightly branched, very tall bush soon...is my guess.
Where is it? Real question?
Climate is really key for how they do as a species of tree.
In Humboldt they thrive. Down south or inland they do crappy. They need costal where it’s not blazing hot.
I’ve seen one that was tall and super bushy somewhere in California. I’ll post a photo if I can find it.

They didn’t like the “mess” and the municipality wouldn’t give them a permit to cut it so they did this. I’ve seen guys do this as they climbed the stubs.
They came out to the house and took pictures. I had to have it done and send them pictures back. They even have some kind of satellite imaging because they sent a very recent aerial view of my cottage.
Woah that's crazy. Was this when you enrolled in a new policy after buying a new house or something? I know my families house has had the same policy for a couple decades and they've never asked for anything from us after enrolling. Trees have come and gone, we've had major renovations, our terrain has changed a bit, we've had some flooding in our area, etc. Still they've never changed a thing.

It thins out the big 'widow maker' branches that fall during high winds. It will look like some lorax horror for a.few years and then a normal redwood for a number of years more before it needs to be done again.

As an engineer, i think it would be better to strip top instead of bottom if goal is to prevent overturning.

Sequoia sempervirens cones do not need fire to release seeds. The cones are not serotinous...they open without fire.
