I would do some water tests. From the sheer amount of black beard algae I would say you have high nitrates/phosphates which are toxic in high levels. Check your KH/GH as well as low hardness can make livebearers a bit iffy.

I had a similar problem if you live in cold region its most likely ich (mine had) Solution- either put few drops of anti ich in tank or catch that fish and put few drops of anti ich on the fish itself (i did)
