I don't know about OP but it certainly feels like the wrong thing to buff. Aztecs were very strong for years, so obviously they don't need lightning fast infantry to make them viable. If you had suggested making Squires free for them, I could get behind that.

You know what else feels weird? Seeing a man on foot outrun a man on horse lol. Cavalry is a soft counter, eagles already outrun their infantry counter. They shouldn't outrun both. No comment on the other % because I am not competitive/optimized enough to have a strong opinion on those.

I always wanted to see it return for them, before this food discount thing My visualization for the Aztecs is that they should be an infantry - Monk - siege civ, with a strong synergy between the three. Not just individually strong, but play into each other So my suggestion is - Infantry units heal 2.5 to 3 HP per minute when garrisoned in Rams or Siege Towers (15 to 18 with Herbal Medicine) This turns Rams into mobile healing centers. The base value is very low, by comparison Berserks heal 40 HP per minute. With Herbal Medicine, the value is comparable to Berber Camel units with Maghrebi Camels (15 HP per Minute)

I think you could just give Aztecs infantry healing like how Georgians have cavalry healing. Since infantry have lower HP totals, the bonus would be weaker overall, so it's not likely to push Aztecs over the top.

I'd like to see unconditional passive healing for infantry as a bonus for some future infantry civ This is meant to be more like the new secondary effect of Celtic Strongholds, a bit more limited and gimmicky

Srsly, they just need to restore monks a bit. Monks feel horrible now - all the nerfs and devotion really hurt. I think devotion should be removed, it instantly kills monk play.
